These measures would set a limit, or cap, on carbon dioxide emissions from fossil fuel use. The effect of such a cap would be to impose rationing of coal, oil, and natural gas on the American economy. Each covered utility, oil company, and manufacturing facility would be given allowances based on past emissions or some other formula. Those companies that emit less carbon dioxide than permitted by their allowances could sell the excess to those that do not; this is the trade part of cap and trade. Over time, the cap would be ratcheted down, requiring greater cuts in emissions.

Bob Barr
I wanted Huckabee. Fred would have been great, even Romney would be better than McCain. McCain, who believes in man made global warming, would love to grant amnesty to illegal aliens, and has consistently turned his back on those conservatives he now needs to put him in office. The GOP has spent and spent our taxpayer dollars and even with the Dems in control the past two years it's hard to see a difference. I have been a staunch conservative and have tried to support the GOP as much as possible since I have known anything about politics. But I have to tell you it's getting harder and harder everyday. The Senate Climate Bill which is being debated in Congress this week will increase the cost of oil due to cap and trade:
This bill was co-authored by a Republican from Virginia. It is getting to the point where it is hard to tell the difference between Republican and Democrat in most cases. McCain is no exception. While I may still vote for him, I must say I am giving a hard look to Bob Barr. The Libertarian candidate. In many ways, I consider myself a libertarian but there are some issues that I just can't agree with. But with the current two party system blurring the lines of demarcation, I may look the other way this year and pull the handle for Mr. Barr.

I agree with you sentiments. Unfortunately, Bush has grown the government faster than any President since LBJ. I don’t see how McCain will be any better. The GOP needs a “come to” moment to wake them up. November could be it, so I am definitely pulling the lever for Bob Barr.
A vote for Barr is a vote for Obama. The message you are trying to send has already been sent. Look at how little money (relatively speaking) McCain has raised. It is well-known that rank-and-file conservatives, who are the backbone of the Republican Party are very unhappy. They are not listening. We need to create an American Conservative Party. Only with our own caucus in the legislatures of this country will they have to listen to us. That is the only way to have people in office who will speak our language and walk our walk.
